Replay an event
Sends a stored event again. The event keeps its id, so a receiver that already processed it will recognise it; the deliveries are new. It goes to every endpoint subscribed now, so an endpoint registered after the fact can catch up, or to one endpoint if you name it.

An account API key, sent as Authorization: Bearer tz_live_…. The prefix
selects the mode: tz_test_ for sandbox, tz_live_ for real money.
